Tried to host it on nest!! added a 3sec delay for ratelimit stuff! added a public msg lol and fixing more stuff now

Started working on this project to spam our beloved shipwrights!! cause vmpheus was spamming me! added the feature to spam a user or a channel and the number of msgs, it also accepts a array of msg so we can send random msg from that array! tested it on Eric and Null and me lol, later tested on most of the shipwrights
