at-channel Private Channel Update
You know how only one person can use @channel in private channels? This fixes this annoying ass bug by adding three commands:
/add-channel-perms @person: Allows the mentioned person to ping.
/remove-channel-perms @person: Removes the mentioned person's ability ping
/list-channel-pingers: Lists the people who can ping @channel/here in this channel.

Added the main core features of the bot! I'm basically done, I just need to make sure that only bot admins and channel managers/creators can add/remove permissions because apparently you CAN remove them from channel managers and it breaks the bot when you do <3
